Special Purpose Local Option Sales Tax is a 1 cent sales tax intended solely for voter approved capital projects and only a County Government can call for a S.P.L.O.S.T. referendum.  In 1992 the first S.P.L.O.S.T. was approved in Newnan & Coweta County.  Our citizens re-authorized S.P.L.O.S.T. issues in 1997, 2002, & 2007, and studies have shown that up to 40% of all S.P.L.O.S.T. revenues come from non-county residents!  Click the link below to see how S.P.L.O.S.T. has enhanced Newnan over the past several years.

Area: Newnan is approximately 19.5 square miles of the 443 square miles comprising Coweta County. Coweta County includes the municipalities of Newnan, the county seat, Grantville, Haralson, Moreland, Senoia, Sharpsburg, Turin, and a portion of the city of City of Palmetto.

Population: Newnan’s population is approximately 33,039 and Coweta County’s population is approximately 127,317. From 2000 – 2010, the population of Newnan grew by 103.4% percent as compared to 1980 – 1990, when the city grew by 30%.  The County grew in 2000-2010 by 42.7% and in 1990-2000 the county grew by 65.7%.  The County growth is slowing and Newnan is growing exponentially.


Climate: The climate is moderate with an average temperature of 64.3 degrees Fahrenheit (45.8 degrees in the winter and 79.1 degrees in the summer). The annual rainfall is 51.84 inches.


Print Media: The Times-Herald, a daily newspaper, has been covering Newnan and Coweta County since 1865. Other weekly papers also provide countywide coverage. Local monthly magazines detail tourist attractions, explain the best places to eat and shop, and highlight local citizens.


Broadcast Media: Two cable companies provide residents with cable programming. Both of the companies also feature local shows to keep citizens informed on local topics. Clear Channel Radio owns and operates several radio stations for our areaincluding  AM 720 The Voice, Magic 98.1, and AM 1400 WCOH. World Christian Broadcast features WNEA 1300 AM.


Education: With more than 22,464 students in 30 schools, the Coweta County School is experiencing a growth rate of 4-6% each year.

The Coweta County School Systems consists of 1 Pre-K school, 17 elementary schools, 5 middle schools, 3 high schools, 1 technology charter school, and an alternative school. The technology charter school, the Central Educational Center, is recognized by the state as Georgia's model for seamless education and has been showcased to over 400 visitors from around the nation and 10 visitors from foreign countries.

Healthcare: Piedmont Newnan Hospital is a 143-bed JCAHO-licensed, private, non-profit facility, serving Coweta County and the surrounding communities. Additionally, Newnan has approximately 125 primary care and specialty physicians and surgeons to meet the clinical needs of children, adults and seniors of the community. As part of its services, Piedmont Newnan Hospital offers a 24-hour emergency care; same-day surgery; 12-bed Intensive-Coronary Care Unit; CT Scan, PET Scan, and an Open MRI; Obstetrics; and Pediatrics.

Other Assistance includes the Health and Fitness Center, Nursing & Rehabilitation Center, Wound Treatment Center, Sleep Center, and Employee Assistance Program.

Piedmont Newnan Hospital remains on the forefront of technology by combining its unique tradition of caring with quality healthcare services. Piedmont Healthcare purchased Newnan Hospital in 2007. 


Parks and Recreation: Diverse programs such as art, tennis, dancing, aerobics, basketball, karate and  swimming are offered by the Coweta County Parks and Recreation Department. The Recreation Department maintains several county recreational parks and facilities. Private and public golf courses, located throughout the county, are a regional draw for our area. The City of Newnan’s Beautification department maintains ten community parks at locations throughout the city including Temple Avenue Park, Greenville Street Park, C.J. Airports: Newnan is approximately 25 miles southwest of Atlanta’s Hartsfield-Jackson International Airport, one of the busiest airports in the world. The local Newnan-Coweta Airport has 5,500 feet of runway and accommodates corporate, military, and general aviation aircraft.


Land Use: Approximately 30% of the land in the city is still undeveloped. Of the developed land in the city, residential makes up nearly 30% of all land,  15% of the land in the city is designated for commercial business and industry and 25% is for public undertakings and green space.

Housing: There are a wide range of housing types available from apartments and condominiums to townhouses, duplexes, triplexes, and single-family detached houses. The growth of multi-family units has resulted in a 69% - 31% split between single family and multi-family units.

Water: Newnan Water, Sewerage, and Light Commission (Newnan Utilities) is completely responsible for the control and management of the water, sewerage, and electricity for the City of Newnan. Newnan Utilities has gained a reputation over the last century for excellence in providing services, planning for the future, and maintaining only the highest quality of facilities.
Newnan Utilities has delivered water to businesses and residents of Newnan since 1893. An advanced water distribution system annually delivers one billion gallons for industrial, residential, and fire protection use. All of the water is treated in the Hershall Norred Water Treatment Plant, a conventional surface water treatment plant with a capacity of fourteen million gallons per day. The water that supplies the plant comes from three streams: White Oak Creek, Line Creek, and Sandy Brown Creek. Water is pumped from these streams into a 1.8 billion gallon reservoir system and is stored until needed for treatment.

 


Business and Industry: Some of Newnan’s top corporate employers include Bonnnel l Aluminum, Cargill Meat Solutions, Coweta County, Coweta County Board of Education, Georgia Power Company, K-Mart Distrubution Center, Petsmart Distrbution Center, Piedmont Newnan Hosiptal, Reylco Security, Walmart and Yamaha Motor Manufacturing Company.

The Coweta County Development Authority cooperates with local, regional and state agencies in efforts to promote business expansion and/or relocation to Coweta County. Business and industry clients and prospects receive assistance in many areas including low-cost bond streamlined financing, developed industrial sites, available industrial buildings, Ad Valorem tax relieft liability, government permitting/Approval process, and temporary office space.


Business Development/Main Street: The Business Development Department is made up of two parts, Business Development and Main Street Newnan. The office is focused on maintaining healthy, viable commercial districts that are symbols of
community caring and promote a high quality of life. The Business Development office is directly concerned with three areas of development: business retention, business expansion, and business development.

Main Street Newnan trusts that a healthy, viable downtown is crucial to the heritage, economic health, and civic pride of the entire community. Main Street recruits new businesses for any available space in the downtown area and also promotes existing
Main Street businesses. Many special events are held throughout the year to attract visitors and potential customers to the downtown commercial district.


Newnan Coweta Chamber of Commerce: Through an active and diverse membership, the Chamber improves the economy and quality of life for members and the community. The Chamber is focused on helping businesses grow and succeed. Invaluable training, networking opportunities, and informational resources are provided to members.


Government: The City of Newnan operates with a Council/Manager form of government. The city is divided into six districts, A, B, C, D, E, and F, with a council member selected from each. Districts E and F are Superdistricts consisting of the combination of two districts. The Mayor is elected city at large. Therefore, every citizen in Newnan is represented by the mayor and by two council members, one from the district and one from their Superdistrict. Official policy for the City of Newnan is set by this elected body who serve four-year terms. Elections are held every two years on odd years. The City Manager runs the daily operations of the city.

Coweta County is governed by a five-member, elected Board of Commissioners. The Board of Commissioners establishes ordinances and policies for County operation. Board members are elected in separate districts, and terms are for four (4) years. Elections are held in even years and alternate between two and three districts. The Coweta County Commission Chairmanship rotates on a yearly basis allowing each Board Member to serve as Chairman of the Board. The day-to-day governmental operations are handled through the County Administration Office.


Arts and Entertainment: The Newnan Theatre Community provides quality theatrical performances to audiences and training opportunities for cast members. Productions are held throughout the year at the First Avenue Warehouse. The impressive Centre for Performing and Visual Arts is a gathering place for art exhibits, live theatre performances, and musical concerts. The historic Wadsworth Auditorium in downtown Newnan is also home to concerts and shows throughout the year.

The Newnan-Coweta Art Association encourages and aids artists to produce original works of art of every type and character including painting, sculpture, ceramics, weaving photography, collage, woodcraft, drawing, and metal crafts. The Art Association also displays art at public facilities throughout the community and promotes the interest and education of fine arts in Coweta County.


Historical Attractions: The African American Alliance is dedicated to the preservation and conservation of the cultural, historical, and architectural African American heritage of Coweta County. The Alliance operates the Coweta County Heritage Museum and Research Center at 92 Farmer Street. The Newnan Coweta Historical Society is charged with preserving the community’s rich heritage. The Historical Society maintains the Male Academy Museum at 30 Temple Avenue and the historic Railroad Depot at 60 East Broad Street. Quick Glance/By the Numbers:


Racial Composition: The racial composition of the City of Newnan indicates that 59% are Caucasian, 30% are African-American, 3% are Asians. The remaining population includes American Indian or Eskimo, Asian or Pacific Islander, Other, or two or more races is 5%. Of all the races, 89% of the City's population identifies themselves as noy Hispanic or Latino. while 11% do identify as such.


Income: Census indicates that in 2000, the city of Newnan’s median household include was $36,142. The state of Georgia’s median household income was $42,433.


Population: In 2005, the city had 8,746 households and an estimated total population of 23,000 people. The age distribution projects that the 35-44 year olds make up the highest percentage of the population with 17.0%, followed by 5 – 14 year olds at 15.6%, 45-54 years old at 14.2%, and 15-24 years old at 13.6%.  The number of housing units is 13,860 for 2010.  Population increaed to 33,039 in 2010.


Educational Attainment: Latest information shows that 29.4% of citizens in the city are high school graduates, 18.6% have some college experience, and 25.1% are college graduates.
