The Newnan Police Department is headed by Chief Douglas L. (Buster) Meadows.

The Newnan Police Department consists of two (2) divisions, Investigations and Special Operations and Patrol and Training.

The Investigations and Special Operations Division is headed by Deputy Chief Rodney Riggs. This Division consists of the following units:

The Administrative Office consists of two civilian employees. These employees are responsible for maintaining Police Department personnel records, preparing payroll, maintaining Municipal Court records, preparing the calendar for court, receiving payments for fines and permits and preparing monthly activity reports to forward to the Chief of Police and the Georgia and National Crime Information Centers.

The Municipal Court is presided over by Judge George C. Rosenzweig. Court is scheduled each Wednesday at 2:00 p.m. The courtroom is located on the first floor of the Police Department Uniform Division at 54 Perry St. The Court hears cases for violations of City Ordinances, violations of State Traffic Laws and specific State Criminal Laws. The Court has the authority to fine up to $1000.00, incarcerate violators for up to 12 months, or place a violator on probation for up to 12 months.

The Criminal Investigations Unit is supervised by Lt. Tate Washington. Lt. Washington has five detectives and a secretary in the unit. The Criminal Investigations Unit has the responsibility of investigating criminal cases, locating missing persons, and analyzing crime trends to formulate prevention strategies, and implementing crime prevention programs.

The Traffic Enforcement Unit is supervised by Lieutenant Nat Brown. The unit consists of five officers tasked with enforcing traffic laws, investigating traffic accidents and directing traffic during special events.

The Bike Patrol Unit consist of four uniformed officers whose primary mission is to provide a concentrated patrol in selected neighborhoods or retail areas. The Bike Patrol is equipped with patrol cars to get them to the areas they patrol. Once there, they ride their bicycles on patrol. The area they patrol is determined by trends in criminal activity. The unit is also involved in public relations and security during special events. Bike Patrol is supervised by Sgt. Nat Brown.

The Crime Suppression Unit consists of four Newnan Police Department officers working plain clothes, and attached to the Newnan-Coweta Crime Suppression Unit. This unit is comprised of officers from the Newnan Police Department and the Coweta County Sheriff’s Department. Their primary mission is the enforcement of drug laws. These officers conduct undercover operations, execute search warrants, and gather intelligence on illegal drug organizations. These officers are also responsible for the investigation of vice crimes, conducting surveillances in cooperation with the Criminal Investigation Units, and apprehending fugitives. The Crime Suppression Unit’s supervisor is Lt. Tony Brown of the Coweta County sheriff’s Department.

The Police Department employees a Civilian Jailor. The Police Department no longer operates a jail, but houses inmates in the County Jail. Inmates sentenced to the County Jail from Municipal Court are used as “trustees” at the Police Department and other City facilities. The Jailor is responsible for supervising these trustees. The jailor supervises the trustees in cleaning the Police Department, washing patrol cars, assisting with traffic directional devices and other daily general needs.

Parking Enforcement is handled by a civilian employee, Mary Smith. Her responsibility is to enforce the two hour time limit on parking in the downtown area. She issues parking citations to violators, and assist motorist trying to enter traffic from a parking space. She provides directions for visitors to the downtown area.

The Patrol and Training Division will be headed by Deputy Chief Wayne Jones. This Division consists of the following units:

1. Uniform Patrol
2. Communications
3. School Resource Officers
4. School Crossing Guards
5. Animal Warden

Deputy Chief Jones will be responsible for developing and implementing a quality training program for our officers. This training program will be geared toward preparing the officer to move up in rank with the police department.

The Uniform Patrol Unit consists of four Lieutenants, four Patrol Sergeants and twenty-six Patrol Officers. They patrol the city, enforcing Federal, State, and Local Traffic and Criminal Laws and Ordinances. The Uniform Patrol Unit conduct talks with Schools and Civic Clubs on Law Enforcement issues and safety procedures. They conduct business security checks during and after business hours.

The Communications Unit consists of a Communications Sergeant and five Communication Officers. A Communication Officer is assigned to each patrol shift with an additional Communication Officer on Day shift. They answer all incoming calls from citizens, and dispatch calls for service to all of the Units of the Police Department. They do inquiries on Tags, Guns, Articles, People and Drivers Licenses to check for stolen items or wanted persons. They enter items stolen in our jurisdiction into the National and State Crime Computer System to enhance the recovery of stolen items and the arrest of wanted persons by our department.

The School Resource Officer Unit consists of one uniform Sergeant and three uniform officers. They are assigned to Central Education Center, Dowdell Academy, Newnan High School and O. P. Evans Middle School. They patrol school campuses for security of the students, staff and facility. They investigate crimes that occur on campus. They work after hour’s school details that require an officer to be present. They are required to be in uniform for high visibility.

The School Crossing Guards consist of four part-time personnel who work the elementary schools in the morning and afternoon for traffic control and safety of the students. They will also work special events when needed.

The Animal Control Unit consists of one Animal Warden.  Enforces City, County, State and Federal animal control laws.  Responds to calls concerning domestic animals as well as wild animals.  Only Animal Control Officer in the county that is certified to use a dart gun for capturing wild animals without serious injury to the animal.
